First decide whether the product is a toy

A puzzle play mat marketed for children’s play may fall within toy legislation, while a general flooring tile needs its own classification assessment. The word EVA does not determine the applicable CE legislation. Do not apply a toy-safety document automatically to every gym mat or every catalogue product.

What the published Intertek verification states

The supplied document is titled Test Verification of Conformity, number SHAH01814373S1-TVC01, dated October 10, 2025. It identifies EVA FOAM MAT and lists EN71-1:2014+A1:2018, EN71-2:2020, EN71-3:2019+A1:2021 and Toy Safety Directive 2009/48/EC. Read it alongside the relevant full testing evidence and confirm the final technical file with the issuer where a report revision or reference needs clarification.

A verification is not the manufacturer’s declaration

The verification concerns the sample and referenced tests. It does not by itself place all products under an Intertek certification program. CE responsibilities include the applicable conformity assessment and technical documentation; the manufacturer signs the required declaration of conformity and takes responsibility for compliance. There is no general EU certificate that grants permission to put CE on any mat.

Build a product-matched EU documentation file

Identify the model, formulation, dimensions, intended age group, components and surface layers. Assemble the relevant test reports and risk assessment, production-control evidence, label artwork and instructions. Ensure the declaration identifies the product and applicable legislation. For private-label orders, agree manufacturer and importer information, traceability and language requirements before printing packaging.

Questions buyers ask before shipping

Can we use the supplier’s CE verification as our declaration? No: confirm the responsible manufacturer’s signed declaration and the supporting file. Does EN71 testing cover every legal requirement? Review all rules applicable to the finished toy. Can the CE document cover a changed detachable puzzle shape? Reassess the change and evidence. Can every EVA floor tile display CE? Only apply CE where relevant legislation requires it and the applicable conformity steps have been completed.
